Cultural diplomacy has been described as a series of government policies designed to use cultural products to develop "soft power" and influence other nations. High on the list of seductive measures is literature, the idea being that literary products can reveal a culture's or a nation's "true spirit" on the one hand but also serve a very useful purpose in making a particular country attractive, arouse sympathy for its ideas (and politics,) and generally participate in marketing and propaganda on its behalf. My presentation will discuss the theories around cultural diplomacy, and then study how literary translation has been theorized and deployed in soft power initiatives in the past decades. China's current policy of "going out" will also be considered.
